THE HATCH END ASSOCIATION DRAFT MINUTES OF 2026 AGM BUSINESS

 

Held in Cannons Room, Harrow Arts Centre on 22 April 2026.

Before the AGM business started, there was a talk by Supt Zubin Writer, policing lead for the borough of Harrow. He spoke on policing in Hatch End and Harrow with a Q&A session at the end. 

  1. Approve the Minutes of the 2025 AGM. Approval was proposed by Jackie Lalwani and seconded by David Summers. Approved unanimously.
  2. Chair’s Report. Vicki Wallas looked back her first full year as Chair, mentioning that she was keen to develop relationships with key stakeholders in the area – apart from residents, this included the schools, Harrow Arts Centre, the station, the Hatch End/Harrow triathlon and the businesses. She covered the various outings that the new Hatch End Association (HEA) flag had been seen at such as Grimsdyke School Summer Fair. She covered the various planning issues that we keep an eye on with concerns around the green belt and Hatch End’s late night economy. She mentioned membership; flower watering and sponsorship; the Facebook page; the various organisations we are involved in: Harrow’s Conservation Area Advisory Committee, the Harrow Heritage Trust, the Harrow Public Transport Users Group, the Traffic and Road Safety Advisory Panel and the Safer Neighbourhood Panel Meetings and our links with Healthwatch.
  3. Hon Treasurer’s Report. Vipin Pau presented the Accounts for 2025, stating that this was his 14th year as Hon. Treasurer. He said that Vijay Patel had been the Examiner of the Accounts for the past four years. He explained that membership subscriptions formed the bulk of the HEA income as well as income from flower sponsorship. He explained that the increase in subscriptions to £5 had been necessary. He thanked Susan Tyler for looking after the committee room bookings during the past year. He was happy to continue with Zurich as our insurer. He explained the various notes in the Accounts such as the Christmas tree, HEA flag, Grimsdyke School prizes – he said it was great to get children involved with the HEA. He explained that the Community Account was not part of our working capital but was to be used for special projects in Hatch End such as the memorial benches for Julian Maw and Liz Parry. The annual subscription will remain at £5 and the commercial subscription will be increase to £25 from £15. The Accounts were proposed by David Glassman and seconded by David Poole. Approved unanimously.
  4. Appointment of Hon Examiner of Accounts. Vijay Patel had agreed to continue in this role. This was proposed by Susan Tyler and seconded by Peter Murray.
  5. Appointment of Chair and Officers. Vicki Wallas stood as Chairman. Vipin Pau agreed to continue as Hon Treasurer. Anne Craig agreed to continue as Membership Secretary and Sheila Reid agreed to continue as Hon Bulletin Editor. These posts were proposed by Michelle Davis and seconded by Dominique Wilson. Approved unanimously. 
  6. Election of Current Committee Members: Bhavna Amin, John Cobb, Meena Gosrani, Jackie Lalwani and Jonathan Rumble were proposed en bloc by Clare Goldschmidt and seconded by Susan Tyler. Approved unanimously.
  7. Election of New Committee Members: Michelle Davis, Simon Morrison and David Poole were standing for election. They were proposed en bloc by Dominique Wilson and seconded by John Cobb. Approved unanimously.
  8. Resolutions. None.
  9. Any other notified business. None.

 

Chair Vicki Wallas closed the formal meeting and announced that at 95 years of age, Susan Tyler was stepping down from the committee. She made a short speech about Susan, to confirm that she had been on the committee for over 25 years as secretary and then part of the membership team with Clare Goldschmidt. She had also been a road steward throughout.

 

The floor was then given to residents.

  1. How do we stop the proposed 258 new houses in Three Rivers opposite Carpenders Avenue?
  2. The land there has been defined as “grey belt”, but it is Green Belt. Planning member of the HEA, John Cobb, has written to the Minister of Housing about it. The local residents are very active. The councillors on the planning committee at Three Rivers had turned the application down but the developer had appealed, and it has now been called in by the Government. There will be a meeting in May which John Cobb will attend. However, it is out of the hands of the local community now. John Cobb has asked to meet local MP, David Simmonds, CBE, MP, to ask him to raise this with the Minister of Housing. John has also written to David Hughes, planning officer at Harrow Council, about this as there will be much more traffic on Oxhey Lane as a result.

Gordon Vanderputt then took the floor. He said he had lived in Hatch End for 35 years but the roads and pavements in his local area – Ufford Road and Boniface Gardens – had not been repaired for 75 years. Due to his campaigning, the pavements had been resurfaced which was a massive improvement for elderly residents in that area. He thanked the HEA, David Simmonds CBE MP, Cllr Matthew Goodwin-Freeman, and Gordon’s wife Karen for their efforts in achieving this.

  1. Is Morrisons closing? There had been a sign up at the store about a meeting.
    A. The meeting was about how they could make the store better for residents, such as reopening the café on a smaller scale as a community venue.

Cllr Susan Hall thanked Vicki and the committee for all their hard work on behalf of Hatch End residents.

The meeting ended at 8.58pm.
